2012 Volunteer Service Award recipient William T. Koogler Bio

Tom Koogler graduated from Wright State University in 1971 with a Bachelor of Science from the College of Engineering and Computer Science. He retired in 2009 from Wright Patterson Air Force Base after 37 years of service.  His most recent position at Wright Patterson was Executive Director of the Air Force Security Assistance Center. He was responsible for supporting and advising the commander in the overall operation and administration of the Center by providing guidance, coordination and work direction.  He assisted the commander in managing foreign military sales programs with totals exceeding $60 billion that support more than 80 foreign countries. As AFMC’s center of excellence for international affairs, his responsibilities also included managing the command’s international cooperative programs and its foreign disclosure policy. 

 Tom received numerous awards throughout the years, and to name a few:  the Meritorious Civilian Service Award in 1995 and 2000, the AFMC DAU Award – Propulsion Product Group in 1998, a Stewart Award Finalist in 1995, in 1997 the Air Force Organizational Excellence Award-F-15 System Program Office, and in 1998, the Air Force Organizational Excellence Award-Propulsion Development System Office. He currently is working part time as an independent consultant with Elbit Systems of America.

 Tom became a board member of the Wright State University Alumni Association in 2001, served as Vice President from 2004 through 2006, and President from 2007 through 2009.  He is currently Chair of the Alumni Association’s Board Affairs Committee.

 Tom spent many hours compiling a new board member orientation presentation for the Alumni Association, which was given to three new board members this past January.

 Tom is also a lifetime member of the Air Force Association and routinely supports its local Wright Memorial Chapter. He is a member of Dayton Defense and was recently named as one of its Ex-Officio Board Members.

 He is a Life Member of the Alumni Association, and as stated previously, he and Pat attend many Alumni Association and University events from sports to the arts. 

 Tom’s daughter Michelle is also a Wright State grad, having received her bachelor of science in environmental sciences in 2001, and her bachelor of science in nursing in 2005.
